Strange throttling?! problem

Having speed problems with ASG220.
I am located in Canada and cannot achieve speed greater than 20 Mbps when testing servers in Europe. If I connect directly with laptop speeds are as in 100-120 range.
Anyone experienced similar or have pointer?

Advanced Threat Protection[:D]isabled
Intrusion Prevention[:D]isabled
No proxies
Default Web Filtering in standard mode.
No application control.
TCP Window scaling: enabled
QOS: disabled
country blocking: disabled

Called ISP (Bell) and they claim nothing is throttled.
Speed to closest server ~140/140 Mbps
Testing site: Speedtest.net by Ookla - The Global Broadband Speed Test

    2. speed tests are unreliable with web filtering enabled due to buffering, a/v, etc. bypass/disable it for your testing.

    Is Quality-of-Service also disabled?

    Those online tests aren't really very accurate because they're are single-threaded.  Then again, if you have an old ASG220 with only 1GB of RAM, that might have been a single core processor.  In any case, try with Anti-Virus disabled in Web Filtering and then down/upload files of known sizes.

    Any luck with any of that?

    I meant generic proxy is not created. To my understanding for "Default Web Filtering in standard mode" you need to configure clients for proxy on 8080. Hence no proxy in use.

    I understand that online tests are not reliable but they are still tests that can show obvious problems such as 150 throttled down to 20. Anyway I tested download from some public sites ftp://ftp.astaro.de/UTM/v9/beta/ and same applies.

    This is 2GB RAM version.

    Try #7 in Rulz - any luck with that?

    If Web Filtering is enabled, it is likely in the Transparent, not Standard, mode, so your traffic would be intercepted by the HTTP Proxy.

    PS I'm sorry, but I deleted the external links in your post. Please [Edit] that post, click on [Go Advanced] and attach your images to the post. We can't know if that external site is properly protected. The only malware I've gotten in over 10 years was from a link to a picture in this forum several years ago.

    For the sake of further testing/troubleshooting I just disabled web filtering.
    Tested towards "astaro.de" and no speed improvement.

    Checked Rulz page before posting.

    It puzzles me why "regional" speed is ok but not "outside" one!?

    Fixed pictures...

    I really appreciate responses.

    I'd run a packet capture on the WAN interface (tcpdump is available on the console; save to a file and copy to a flashdrive or use SCP) while downloading from overseas.
    Load it into Wireshark and look for jitter, resets, and any other anomalies.

    Also check that the MTU is correct for your ISP, and that the speed & duplex are correct on both ends (yours and ISP).

    I will probably have to run wireshark.
    Funny thing, I connected another laptop and it does not have throttling issue.
    Then I start testing speed from different servers and one also does not have problem (recently installed).
    It looks like sophos keeps some kind of cache of source mac's and only throttles certain systems.
    Stay tuned.

    No.

    It sounds like a buffering or tcp scaling issue on the client PC.

    -How would you then explain "normal" speed tested against regional servers?
    -Why would almost every other computer have this problem except some recent ones?
    -Why would speed be consistently same on all "problematic" systems
