Strange throttling?! problem

Having speed problems with ASG220.
I am located in Canada and cannot achieve speed greater than 20 Mbps when testing servers in Europe. If I connect directly with laptop speeds are as in 100-120 range.
Anyone experienced similar or have pointer?

Pattern version:75663
Advanced Threat Protection[:D]isabled
Intrusion Prevention[:D]isabled
No proxies
Default Web Filtering in standard mode.
No application control.
TCP Window scaling: enabled
QOS: disabled
country blocking: disabled

Called ISP (Bell) and they claim nothing is throttled.
Speed to closest server ~140/140 Mbps

  • It sounds like a buffering or tcp scaling issue on the client PC.

    -How would you then explain "normal" speed tested against regional servers?
    -Why would almost every other computer have this problem except some recent ones?
    -Why would speed be consistently same on all "problematic" systems
