i have 2 XG750 running v16.05.9 CMR-8 on HA
Q1. can i upgrade directly to v17.5 or i have to go v17.0, then to v17.5 ?

Yup, he will loose the config !!
And step by step upgrade can cause either way config disruption not that he has a valid support. If he was on v17.5 still be considered and v18.06 is the right choice to migrate !!
v16 I do not see any hopes at all

If you get the installers, you could upgrade to 17.0 and afterwards to 17.5. I don't know, whether a direct upgrade to 17.5 was supported nor can I find any informations about this anymore.
Once you are on 17.5, you need to install at least 17.5 MR-14 - then you are able to perform an upgrade to the latest 19.0 firmware.
If you have an active support subscription: Maybe Sophos Support is able to support you with this - or at least able to get you the old update files. But I am not sure about this.

i read somewhere that there is upload and boot method? but i cannot seem to find it again.
You are referring to a manual update process - which is technical correct. You can upload firmware updates and reboot the firewall. But you will need the update files for this - and I am not sure, whether they are still available.
