v16.05.9 CMR-8 how to upgrade

i don’t think re-image is an option because he cannot perform a restore.

Yup, he will loose the config !!
And step by step upgrade can cause either way config disruption not that he has a valid support. If he was on v17.5 still be considered and v18.06 is the right choice to migrate !! 
v16 I do not see any hopes at all

is there another way beside the re-image method?

i read somewhere that there is upload and boot method? but i cannot seem to find it again.
