Unable to Connect Sophos VPN in China

I recommend you to contact Sophos Support for this and open a support case.

OpenVPN is indeed banned in China territory, and blocked through DPI; Depending on the scenario you need approval by the government in order to establish a VPN to outside of China.

Yes, you are right. China ISP block this VPN communication. Please check with ISP to allow connection for specific destination IP or FQDN if that permits.

Yes. If Firewall has multiple IP Addresses, you need to add all the WAN interface IP Addresses in the exception list.
