Can a user release outgoing mail quarantined as spam?

Well, the title says it all: can a user release outgoing mail marked as spam?

A co-worker send a short mail with a pdf (600KB) attached to 227 recipients. About a third was marked as spam and was quarantined. Thats weird! 

Q1. Why is just a third marked as spam and the rest was send out without a problem?

Q2. Is it possible for a user to release these quarantined mails?

I know it is possible with 'Mail Manager -> SMTP Quarantine' but I don't see this option in the user-portal.

  • Anyone sending to that many recipients needs a better tool.  There are free (like mailchimp.com) mailing services for small-volume users (under 12,000 total emails/month to under 2,000 addresses).  Also, it's straightforward to use, for example, Excel and Word to do mail merges.  I definitely wouldn't allow more recipients.
