Application Control (Skype, eg.) without any packet filter rules, ASG 8.2

Hi, 
I am quite new here and hope anyone could help.

I have activated the HTTP-Proxy and my network can access HTTP connections (transparent mode) without having any packet filter rules defined.

Application Control accepts all SKYPE connections.

But: SKYPE can only connect in case a packet filter rule “Network >> Web Surfing >> Any” is activated. 

Why do I  need the packet rule? In the case of FTP or HTTP, I don’t.
