Surf protection blocking all content uncategorized

When I turn off Surf Control I can get to sites that are blocked.

When I turn it on I get this message:

Content blocked

The URL you have requested is blocked by Surf Protection.If you think this is wrong, please contact your administrator.

Found category Categorization failed
Unallowed category Categorization_failed
Reason URL category 'Categorization_failed' not allowed

Now I do NOT have Categorization Failed checked.  Why is this getting blocked?

Anyone have any ideas?

  • I removed the default content filtering profile and added a new one with only nudity in it.

    Yet when I try and go to a pretty benign website I get this, notice the lines that I colored red, I don't have a category 75 enabled:
