VPN on a Windows Surface?

“Windows cannot verify the digital signature of this file” doesn't sound like a problem.  You just need to override that.  Maybe temporarily disable the Windows firewall if this is being blocked when you're trying to load the file.

The driver is not signed, and windows 8 has unsigned drivers blocked, the only way that I see around it is turn off the digital signature checking in the boot process, but when I try to do that, Bit locker comes and and wont let it boot.

Is it normal for the key to not be verified? would think anyone with windows 8 would have this problem.

So No, It looks like there is no way to bypass this with Windows RT, windows Secure Boot cant be disabled (I guess there is a jail break out, but sounds kind of risky Circumventing Windows RT’s Code Integrity Mechanism « On the Surface of Security). 

Will the drivers ever be signed?

You can invest in a commercial cert, but, otherwise, the certs are self-signed.  Sounds like a Microsoft problem to me.  Then again, they do have a way of making it everyone else's problem...
