iPhone restore

I have been trying to restore an iPhone from the iCloud and it was slower than molasses, I added the IP address of the iPhone to the Advanced tab under Web Filtering it flies.

Any idea as to why and is the a way to correct this w/o having to add the ip address of the device every time?
