The issue cannot be related to any hardware such as the RTL8169 because I tried this by logging in to a US VPN server and then there is 0 % packet loss. There must be something blocking the packets when I a, not using the VPN tunnel directly from one of my PC's

Have you checked the Intrusion Prevention log to be sure you're not having traffic stopped by Anti-DoS Flooding?
If there's no ANti-DoS Flooding activity, then, in the above, you've eliminated everything but the NIC. You can try setting a lower MTU. If that doesn't work, on the 'Hardware' tab, set to the various combinations of speed and duplex settings. Many people need to reboot to get a new setting to "take."
Thank you for your help. If there was a NIC issue or any other hardware issue, the problem should not disappear when I use my VPN service on any of my connected PC's which gives me a connection with zero packet loss. Could this problem be caused by a faulty or dying HDD which could cause the Astaro OS not to load correctly? I had an issue just 2 month ago where I could not establish a connection between the Astaro and my Netgear VLAN switch GS116E, it would not work and I just reinstalled the Astaro OS and then it worked again.
If you're not seeing packetloss on your VPNs, then your ISP is causing the packetloss in your non-VPN testing.
Many ISPs will drop ICMP traffic when they're overloaded.
It's possible your VOIP problems are due to some other issue.
I just eliminated any ISP issues. I connected 1 PC direct to my ADSL modem and got o% packet loss and no jitter and also much better up and download speeds. As for the hardware, I use a 5 year old Fujitsu Siemens grey box wich has a 2.4Ghz (not 1.4) Pentium with 1GB RAM and I never had any issues with this hardware before. As for the NIC I am using, if it was the cause of the problem, I would assume when I use the VPN connection going through the Astaro, it would still cause still cause a problem if it was the the reason for this issue.
There are HUGE performance differences between these models.
Also, 1GB RAM is low for modern versions of Astaro. Very low if you're using many Astaro features (I believe the minimum recommendation for v9 is 2GB; more if you're using many features).
Please post your RAM usage and CPU usage graphs.
Also, try turning off the following systems to see if it improves performance: 1. IPS 2. Web Security aka Content Filter 3. SMTP proxy 4. Traffic Classifier / Application Detection
Just for the SIP test app: 5. disable SIP proxy (you'll need to have a PacketFilter rule to allow outbound SIP traffic)
If none of that helps, leave everything disabled, REBOOT, and test again (to eliminate a memory leak).
Note that MANY users have SIP devices inside Astaro, and do not experience these problems.
If you have other traffic on your networks, turn it off and see if that makes a difference. If that helps, then you may need to setup QOS in Astaro to prioritize SIP traffic.

I'm running v9.003 with IPS and Application Detection enabled.
My ISP is TimeWarner cable, 5-10mbps down, 512-1mbps up (the speeds are not very consistent with any firewall or router. I had FiOS before and it was consistent with Astaro.)
