Problems with high Packet loss and jitter

I have the Home edition 8.306 and get a jitter of 8.4 ms and a 10.4% packet loss. Can someone please help me to troubleshoot this issue?

    Update:

    I took a look at globallink's system; his main problem seems to be high RAM and SWAP usage: about 75% RAM used (out of 1.3GB) and 50% swap (of 1GB).

    I temporarily disabled the http proxy, and the packetloss went away, and the VOIP quality was reportedly greatly improved.

    He's going to try to upgrade the RAM to 2GB.
