Hi. You talking about "downloading speed", but use the QOS on the "Uploading". It seems that something clog your upstream (Which is limited), and by this slow down the downstream. "Upload Optimizer" should take care of this, but that depends on how heavy the traffics. I'm working with "Download Equalizer" for a long time and it seems to work fine. QOS works great if you want to prioritize one service over the other, and if you have some users - allow the users that surfing while others downloading files, to do it in a good speed. There is no use to use QOS without any definition.
