QOS Seems to slow me down

I don't think I have this QOS figured out. Can someone help me with the numbers I should be using?

I have the following Cable modem speeds from the speedtest on there site
Last Result:
Download Speed: 16.272 Mbps (16272 kb/sec transfer rate)
Upload Speed: 1.731 Mbps (1731 kb/sec transfer rate)

So on my external NIC I set the upload and down load as 
download 16272
Upload 1731

Then do the test again and get the following
Download Speed: 11.484 Mbps (11484 kb/sec transfer rate)
Upload Speed: 1.64 Mbps (1640 kb/sec transfer rate)

Why am I losing about 5 Mbps?? I don't have any other specal settings other than out of box settings for QOS with one exception of a bandwidth pool for my Ooma VOIP set as
Guaranteed Bandwidth: 128 kbits/s

Please help!!

  • you are either getting bootsed..and it's not just comcast, OO, TW, cox..etc etc all of them or nearly all of them do it.  You must have a misconfiguration somewhere or your hardware is woefully underpowered.
