QOS Seems to slow me down

I don't think I have this QOS figured out. Can someone help me with the numbers I should be using?

I have the following Cable modem speeds from the speedtest on there site
Last Result:
Download Speed: 16.272 Mbps (16272 kb/sec transfer rate)
Upload Speed: 1.731 Mbps (1731 kb/sec transfer rate)

So on my external NIC I set the upload and down load as 
download 16272
Upload 1731

Then do the test again and get the following
Download Speed: 11.484 Mbps (11484 kb/sec transfer rate)
Upload Speed: 1.64 Mbps (1640 kb/sec transfer rate)

Why am I losing about 5 Mbps?? I don't have any other specal settings other than out of box settings for QOS with one exception of a bandwidth pool for my Ooma VOIP set as
Guaranteed Bandwidth: 128 kbits/s

Please help!!

    because cable systems have a burst mode that you get more speed for the first 20-50 megs and upload boosting is usually the first 5-15 megs..  ALL speedtests are smaller than the boost window so you see inflated results.  go download something like centos linux or something similar in size(150 megs or more) with the QOS off and watch the astaro dashboard for at least 5 minutes.  You might need to use several mirrors.  Also BT can often fool the boost into being on at much longer than normal times because each connection will get boosted as far as the node has extra capacity.

    Who is your provider and what speed package do you have?  That's your best guide to setting the QOS to with cable services.

    Case in point I have 12/2..speedtests show me at 18/4 do to the boosting.  I have my qos set for 11/2 and it works perfectly.

    I have WOW Internet and Pay for 2Mbps upload and 15Mbps Download. They do not use Speed boost like Comcast does. The thing is with QOS turned off I get a little abouve what I pay for at 16 down and a little under at 1.7 upload. But when I configure the numbers as I said above the speed drops by about 5Mbps down. I can turn it off and constantly get the 16Mbps down. My question is why is the numbers configured as above leaving About 5Mbps on the table as I have shown above.

    you are either getting bootsed..and it's not just comcast, OO, TW, cox..etc etc all of them or nearly all of them do it.  You must have a misconfiguration somewhere or your hardware is woefully underpowered.

    There's the other thing about cable internet.....the speed rate that you pay for is NOT guarenteed, it is a potential maximum because cable internet is a shared connection technology.  Everyone in a given area, could be a few blocks or a few buildings depending on population density, connects to a shared line with finite bandwidth.  This is opposed to DSL or Fiber where you get a dedicated circuit.

    I understand about speed Boost and cable modems sharing bandwidth but fail to understand how all that points to the issue I am seeing. First as I said with QOS turned off all together the speed test I run are not all over the map but consistently around 16Mbps. This is during the Morning, Afternoon or Evening. With the QOS turned on I lose 5 Mbps consistently. HW is not underpowered. Unless you are implying that QOS is interacting directly with the Speed boost protocol some how to slow things down I fail to see the connection with it. If the speed tests with the QOS turned off were all over the Map then I would agree that my Internet connection may be the issue. So are we saying that QOS is directly interacting with Speed boost in some way and that is were the 5 Mbps is going?

    If you are loosing 5 megabits then it's either a problem with your hardware or QOS is misconfigured somewhere.
