User Portal issue

I have an issue that might be simple but I haven't yet found the answer. If I log in to the user portal as admin, I see the options that I have enabled under Management > User Portal > Advanced. 

I want to give a superuser the ability to log in and create wireless hotspot vouchers. When she logs in, there are no options at all. Only welcome, and Log out. I tried adding her to the admins group just like the "admin" account but it made no difference. I also tried the Allow all users checkbox, and without it checked but with her account specifically entered (along with admin). Anyone know what I'm missing?

UTM is running 9.312-8

    Same version, and I don't think it has anything to do with the type of authentication.  Yes, get Sophos Support involved.  I bet you wind up deleting the user and the Hotspot and re-creating both.
