Reports and backups - E-mail not working

The executive report and the backups are not being sent to my gmail address. I am a home user running the latest version. Does the External SMTP server need to configured?

if you couldn't connect with 173.194.65.26 in port 25 your ISP is blocking that port
What IP do you have in WAN static or dynamic

I have ATT Uverse, its dynamic and my astaro's external interface is set to DHCP.
