Hi guys, am looking for input for the following configuration.
This will be used in a home environment. I don't intend to have IPS enabled, and HTTP proxy caching will be turned off. I have a 300Mbps fiber link to my home, and I intend to do a site-to-site IPsec VPN (for development with Azure).
This "appliance" is actually a used OptiPlex 980 SFF, with an additional PCI-e GE card.
The specifications are as follows:
i3-2120 (2x 3.3 GHz)
2GB of DDR3-SDRAM
250GB HDD

If you already have the hardware, give it a try. Make sure to use Intel or Broadcom NICs.
You should be able to get about 300mbps through the IPS with that CPU BTW; my 3.4GHz i5 gets 320mbps:

You have an extremely powerful i5 processor, and are only managing 320Mbps? I did not know IPS was that intensive.
