Doesn't show correct RAM

Any ideas why my available RAM is only showing 249.7 MB?
It shows 2 GB in the BIOS.

    I ran the commands and got the following:
    free -m
    Total     Used     Free
    249       227       21

    cat /proc/meminfo
    memtotal      memfree
    255696         22208

    I'm not sure what is going on here. The BIOS recognizes 2 Gb
