I experienced the same type of issues as Scott. I upgraded and downloaded my Home License and installed it using Opera 10.60, IE8 and Avant 11.7. All of these produced the same results indicating that my "Network Security" and "Web Application Security" were both disabled by license limitation. I tried FF 3.6 and it installed correctly.
As a side note, I am seeing functionality issues when using Opera 10.60 to access my Astaro Admin GUI. Things like clicking on "Apply" buttons and nothing happens. This was not a problem before but I just upgraded to Opera 10.60 as well as Astaro v8 so I don't know which one is the cause of the problem.

Scott was right, I installed the license using FF and everything is working as expected. Same license was a no go for IPS and reverse proxy using IE8 vista sp2. Wonder what the difference is. Also upgraded my 100 IP license and the license count is still at 100 IP, yeah...
@RWeiss: I beta tested astaro on opera (10.53) and although not fully supported, it did work mostly other than a few quirks. I haven't upgraded to 10.60 yet but if its broken, we can blame opera for that[:@]
