Get some cheap switches from the local big box store. Using routers as switches can be problematic. You could also try eBay, you can find old switch kit on there that does support VPN for pretty low cost, and there's nothing wrong with it. One of my techs did just that, got himself a 3COM VLAN-capable switch for very little cash.
