Creating Web Certificate breaks IE...

Are you accessing by host name or IP?
  

By IP using both browsers.  When creating the cert I specified IP and not the domain as well. 

Just for laughs, add the server name to your hosts file and see if you can access it then...
  

You might have an old version of the cert in there causing some sort of confilect. Go to your internet options-->content-->certificates section. 

Select the trusted roots certificate and then dlete any certs with FWADMIN, Firewall Admin, or Admin-Firewall (etc..) and retry, you should now be ok. 

I did check that.  I was going to delete anything I saw in there.  I didn't see anything, so I didn't mention it in the initial post.   I was going to try to save the import file by downloading it with mozilla, but it automatically tries to open it.  I was going to use this file to manually import it into IE.


I haven't had a chance to try using it by name yet. 

Does it work from another workstation, (is the problem only with yours?) Just curious. 

that I have not tried.  I'll try a laptop when I have a chacne.
