limit speed for one ip?

It's fairly straightforward, on the External interface, put a Bandwidth Pool for the outbound traffic and a Download Throttling rule for the inbound traffic.

I assume your talking about the QoS page

under that I see 

Traffice selectors
Bandwith pools
Download throttling

but under each of those are plenty of options

I assume that bandwidth pool is to guarantee upto a certain amount of bandwidth
(so i dont want that)

Download throttling is probably more likely

under that i see 

Name (okay thats straight forward)
interface (grey to internal)

position (stragight forward)
limite (yea i get it)
limit (shared , each source address, destination , both)

then  Traffice selector
* Ref_qostraanyfromanyto
*ref_qostraanyfrom pingt


but even if i fudge all that I don't see a way to add a host or a group of hosts to said throttel

In the bandwidth pools, you can set a limit, not just guarantee certain bandwidth.  In the traffic selectors is where you identify the from and to and the service.  Change the internal to external with the drop-down box.
