ASL Bottleneck

Apparently, ASL is my main internet bottleneck.  We recently upgraded to a 5Mbps downspeed internet connection, yet ASL only has a troughput of ~1Mbps.  And yes, I do get full speed on the outside of the router.

The hardware is old.  PII 233Mhz with 128MB or RAM, and (2) 10Mbit NICs.  What should be my first step in upgrading for the purpose of increasing throughput?

Any help would be appreciated.
