You're right, cpu and chipset are x64 compliant but seam Intel has not yet certificate x64 compliant so mb manufacter are locked EMT64 option in disable state. I'm trying to reverse engineering bios to enable this feature but it's not so simple. MB are Jetway NC9KDL
So its a bios issue.....either get the bios flashed or reduce to 3 gigs or get new hardware

As just said, I have also tried to recompile kernel 3.3.4 based on you option and with other standard options.
The first recognize 3,2Gb the second get all 4Gb ram.
In the spare time I'm checking the kernel option that make the difference.
