do you have console access, can you please look at the log files, especially the confd.log? There should be at least some kind of error message, something that gives us a hint on what's going on here...

When you restart the ASG does it say what port Webadmin is listening on?  I wonder if the Webadmin and the user portal are somehow on the same port?
