After enabled "Term of Use" on WebAdmin/Advanced, unable to logon to WebAdmin

- Enabled "Term of use" in WebAdmin/Advanced
- Logout of WebAdmin
- login to WebAdmin and screen just refresh and go back to the WebAdmin login screen
