[8.163][FEATURE][NOT A BUG] Terms of use

Hi All

I can't find the relevant info on the release notes,so here we are :

enabling the "Terms of Use" is not affecting the user portal. Is that intentional?

I think it's quite clear that it's onl for the webadmin. Apologies for that. Maybe this will be a feature instead of a question to actually add it to the user portal
