I had this same issue. Turns out it was because the user didn't have a certificate asociated anymore. Assigned a new certificate and the download worked again.
I even would not call this a bug. There's a warning before removing the certificate and without a certificate this is an expected behavior in the end user portal.
The error message could be more meaningful, I agree with this. But I would rather categorize this as not a bug / feature request.
