But the three beeps are normal - the ASL always beeps three times when finished with booting and ready for webmin access. 

No, this wasn't the boot beeps... These beeps happened a lot later... Then more beeps and alarm sounding noises 20mins later...

please open the file "/etc/wfe/conf/packetfilter_advanced" and try to change the value of "status" in the section "synratelimiter" to 0.

What password do we use ?

Have not been able to set password for login user...
 

Oh, I can login as root.... 

Made the suggested change, nope, no good.  Same behavior.
 

It does work now....

IE hung the first time, second try worked fine...
Set passes and logged in OK to webmin.

Closed IE and reloaded again to dbl check and yes it appears OK.  synratelimiter is set to 0...
