Could you try to restart garner? kindly execute this below:
-Login to XG Console> Select Option 5. Device Management> Select Option 3 Advanced Shell
type: service garner:restart -ds sync (sync since you are in HA)
Kindly let us know if these steps would bring up the service up and running. If not, I may recommend you to open a support ticket for this to be investigated further as this seems to be a known issue on 19.5.1 MR-1 (NC-116017)
