What are "half" releases (x.5.x) compared to "regular" releases (x.0.x)?

I'm just trying to get clarification on what constitutes a "full" number increase (v18 to v19, for example), versus a "half" increase (v19.0 to v19.5, for example). Trying to decide if we should be going forward with v19.0.x vs. v19.5.x. Is it just minor additional features? It seems like the "full" releases get patches faster (v19.0.1 came out in July, whereas v19.5.1 came out in September.) But if these versions don't actually reflect parity, then it's a moot point.

    There's no difference between the .0 & .5 releases. Both are feature releases, and they are supported in the same way (i.e. Maintenance Releases for them have the same priority).

    Note: v19.5 is currently in EAP, and not GA released yet, so MR1 for it (19.5.1) doesn't exist yet.
