Inbound Blocked Traffic Exception

I have a rule that I use to block inbound traffic. I need to make an exception to allow to public subnets to send SMTP traffic. Attempts to allow have not been successful. In the snip I show the rule, w/o an exceptions.  I had set the source as WAN, and the Source Networks to the required subnets i wish to allow. I added SMTP to the services. I did end up leaving the Destination Zone & Networks blank. Likely my issue.  I did so because above, they are sent to ANY, yet in the exception, that is not an option.

    Thank you for reaching out to the community, In this scenario you may create a rule above the drop rule, with action as allow and adding the explicit zone and network with explicit services you want to allow for SMTP and you are good to go !!
