Lack of critical component in KVM images

This is exactly the image I used. To be specific, VI-19.0.0_GA.KVM-317. To make things worse, without this agent, the appliance does not recognize the shutdown or restart signal executed from the hypervisor. This causes the hypervisor to wait indefinitely for the virtual machine to shut down or alternatively perform a hard shutdown on it, which again is dangerous because of the risk of guests (Sophos Firewall) file system corruption.

I think I misunderstood you before I replied. Are you suggesting that a regular ISO image contains qemu-guest-agent? If so, it is very illogical but I will check.
