how do i change it so sd wan wins over vpn, ie sd wan is first and vpn is last

You can login into the putty session & press 4 for the device console and execute the following cmd:
console> system route_precedence set sdwan_policyroute vpn static

And the to verify, you can execute as @Vishal_R mentioned
console> system route_precedence show
