Backup Gateway Does Not Work When Active Goes Down

Hi,

I have configured 2 ISPs. One is on Port 5 (Name is broadband and IP is 10.102.252.14). Second one is on Port 6 (Name is airtel and IP is 182.75.145.85). I have also  configured WAN Link Manager where airtel Active and broadband Backup.

But when my airtel goes down, broadband is not working (i mean here internet is not working).

Is there any idea where am i wrong  here.
