Can't add Rule Based Traffic Shaping Policy

I have a problem when trying to adding a Rule-based Traffic Shaping Policy. In there showing already User-Based Traffic Shaping policy is applied. But I removed all the User-Based Policy on System Services -> Traffic Shaping.

Pls, help me to solve this problem.

    Thank you for reaching out to the Community.

    Did you configure the identity-based firewall rule and selected match known users? If yes, the traffic shaping policy will be grayed out, and it’ll show "User's Policy applied." If you want to apply a rule-based traffic shaping policy to a firewall rule, try to create a firewall rule without users.
