to allow blocked ip address through sophos firewall

Did you apply Web filter policy on the user or firewall rule? Did you deny IP address web category in the web filter policy? Could you please share the screenshot of the log where it is showing the given IP showing as blocked.

As per the logs provided, the user is connected from a VPN.

Could you please try to create a VPN to WAN firewall rule and allow everything to test and check if the user is able to download the file or image?

The screenshot which you have provided in the previous post for invalid traffic shows traffic is coming from VPN so according to that I have suggested the action.

Please create a source IP based firewall rule for the specific IP and do not apply scanning or content filtering and check if the user is able to access/download the file from outlook.
