Also check if there is a firewall rule blocking any zone, because if 'any' is checked the firewall considers the 'Local' zone as well.

I had similar problems and that was influencing.

Eu tinha uma regra de drop LAN to WAN. Desabilitei a regra, mas recebo a mesma mensagem.

Achei que poderia ser algo no meu provedor, testei de outros lugares e tenho o mesmo problema. Em outros firewalls que tenho XG, tbm tenho problema. É algo na configuração que nao esta certo. 

Segui o KB da Sophos a risca, mas tenho o mesmo erro.

Right. What authentication method are you using? This may also be influencing.

found out where I was going wrong.

I have 2 dedicated wan links, and the L2TP VPN configuration was marked for NAT Transversal.

I cleared it and everything worked.
