web policy:None&Allow

I have two websites, and if the web policy is set to allow, then the website is not working.
If the web policy is set to "None", the website may work properly.
An exception has been added, but no effect
what is the reason?
This problem bothers me,

  • Luckily I have people in the office who can interpret the sites.
     
    The first site seemed to work fine.  I don't have a login so I cannot test, but bad username/password showed a correct error, when going through the web proxy.
     
    The second site the verification (moving the puzzle piece) did not work in a few browsers in an unfiltered connection.  So I suspect not our web proxy.  I'm wondering if it is a javascript issue or doing something like loading resources from another site with poor security.
