We run Skype for Business Online and dont have this issue.  

I do have a web exception rule set to bypass 

based on these domains

Yes. My video calls are terminated after 10 accurate seconds. I have a tiket open a long time ago but the support staff can not help me. I tried the KBs that indicated me, and I even created a single rule for Skype without any security policy. Does not work!
