How to edit VPN zone? it's grayed out even after reset to factory config.

This looks to have been a recent change with the new firmware version, and this zone is no longer able to be edited (to add a description). However you are still able to configure the Device Access (Local Service ACL) via System > Administration > Device Access.
For context, what are you trying to change for this zone?

That would be done through enabling the HTTPS admin service local service ACL, as per my 2nd screenshot.
