No Management Server Exists

I can't open Sophos Enterprise Console and get the following error:

You cannot connect to the "management server" component on SERVER, which provides data and services for Sophos Enterprise Console. This is because the management server is an earlier version or no management server exists.

I've checked and it seems that no management server exists.

So how to I correct this?

I tried to contact Sophos support but because of the agreement they said I should contact our own IT support for help. Our IT support is the City Council and they can't help either.

Any help will be appreciated.

    The Enterprise Console (EnterpriseConsole.exe) connects to the Sophos Management Service (mgntsvc.exe) on the Sophos management server.  The Sophos Management Service connects to Microsft SQL Server which hosts the SEC database.

    Is this a local Enterprise Console or remote Enterprise Console  console?

    If it is local to the Sophos management server machine, does the service "Sophos Management Service" exist?
