Uninstall EM Library?

Though I've uninstalled EM Library (Control Panel : Add Remove Programs), when I launch EC4.5 it tells me the EM Library is still in the updating Hierarchy. There's a legacy updating policy, default, which I can't remove and is applied to most of my (AD-tree synched) groups unless I manually unselect Legacy Updating on each group. How do I kill off EM Library and the old default updating policy?

    Each group? Umm... That's just over a thousand groups as I'm synched to the root of the AD. I suppose I can break the synch, trim the groups, uncheck any remaining legacies then remake the synch, but it is a pain. Can I add my voice to those calling for policy inheritance!
