Restart needed for XP machines

All of our XP machines are showing the error "restart needed for update to take effect" . Did I miss a notice?

The XP based machines requesting restarts are version 10.3.1 VDL4.98G. I found an XP machine that has been off line since 3-7-14 that is version 10.0.11. Does that help?
