the new Contrast Mode/Themes in Windows is not like the Contrast on a Monitor. It is a visual theme by Microsoft with multiple presets.
Installed on Local Machine.
Contrast Mode/Theme = Aquatic
Contrast Mode / Theme = Desert
Contrast Mode / Theme = Dusk
Contrast Mode / Theme = Night Sky

I had a chance to inquire with our product team regarding this issue and I received confirmation that this is something they will be addressing in a future release.
