I confirmed with development that the locked status is the Bitlocker state - in other words, has the correct authentication been provided and the drive is accessible.

For the boot drive - this state should never be locked while viewed through the ESH - since to access that screen the boot drive needs to have been unlocked for the boot to proceed and ESH to load.
