Skip List in application control

Hi every one,
I set different application rules in web protection section and i want to except some users or groups for each rule. Users defined in Advanced tab and skiplist box, will be skipped from all rules. Is there a way to select exception list for each rule instead of select users whom the rule would be applied to them?

    That was the whole point in the design of an accept rule.  If it no longer works like this, then it's a bug.  As Bob said in the second post, it has worked like this in the past.  Another useful feature down the tubes.
