How to block psiphon 3

I Have a problem with psiphon 3 tool some users use this tool and they success to open all blocked websites any help please

Thanks i will try , but why sophos FIREWALL not block applications like these !!!!
As Michael says, there are many dozens of them, most make regular changes to their behaviors to make it much harder to block them.
