Site access problem

Hi

This url http://www.gwu.edu/~nsarchiv results in

While trying to retrieve the http://www.gwu.edu/~nsarchiv

The content could not be delivered due to the following condition: Connection reset by peer

However, doing the policy test shows

Request URL: http://www.gwu.edu/~nsarchiv
Request Time:
Result:         Allowed
URL Category: Uncategorized
URL Reputation: Unverified
Filter Profile: Default Web Filter Profile
Policy name: Base Policy

Also accessing http://www.gwu.edu succeeds and 
by switching off web filtering completely can access the pages at http://www.gwu.edu/~nsarchiv

Confused as to why this would happen, any one help?

    I have noticed some weird disconnects when downloading updates/patches from VMware via the proxy as well.. downloads get to about 80% then fail.  This is with all exceptions configured for the download site(s), but still pointing the browser (or appliance, as it were) at the proxy in standard mode.  This used to work...
